永康大灣排水支流建國排水，過去因破舊失修，每逢大雨，鄰近的仁德工業區受災最深，台南市政府向中央爭取到經費，初期工程今年8月即可完工，台南市長賴清德16日在水利局長李孟諺陪同下，視察整治工程進度。
賴清德表示，市府整治三爺溪水患，已多次聽取地方的建議，在萬代橋附近進行浚深工作後，上游大灣排水水位，大概可降低80至100公分，等於在那裡築了80至100公分的堤防。
經常造成水患的三爺溪，雖然是中央管的河川，但支流必須由台南市政府負責，水利局強調，為進行三爺溪支流整治，市府編列5.3億的經費，讓中央看見市府治水決心，再請中央開始進行主流的整治工程。
李孟諺表示，建國排水總集水面積約94公頃，為整治此區，工程採取高、低部位分離的方式處理，高部位採取重力排方式，透過2條建國排水路，讓水可以直接排入三爺溪，避免到低窪處再採用抽水方式，而低地則平時以重力排，雨勢過大時透過抽水方式，逐步解決水患。
李孟諺說，建國排水整治工程，主要分兩期進行，第一期工程預計於8月底完工，主要進行主流護岸整建及上游高地截流；第二期工程預計11月中完工，主要進行北側支流整建及復國地區高地截流，當兩期工程都完成時，就可發揮治水效果。
